Director Tribal and Government Affairs
Heidi currently serves as Blue Lake Rancheria’s Director of Tribal and Government Affairs. She has spent the past 30+ years’ in Humboldt County employing Transformational Leadership practices in support of youth, families, schools, Tribes, organizations and communities through her work as a Tribal Administrator, Superintendent, School Administrator, University Lecturer, Psychologist, Traumacologist and more. Her current priority areas center on clean energy such as offshore wind, transmission, microgrids and related workforce development as well as is working to ensure that new industries value meaningful Tribal Engagement and Community Benefits Agreements. She is a credentialed School Counselor, School Psychologist and Administrator and is currently finishing her Doctorate at the University of Nebraska. Heidi is the longest standing adjunct faculty member of the Cal Poly Humboldt Educational Leadership Graduate Program and serves in many community volunteer positions such as the Cal Poly Humboldt Presidents Advisory Board and Professional Studies Advisory Board, College of the Redwoods President’s Advisory Board, Redwood Region Rise energy table sector, and recently termed off of the Cal Poly Humboldt Foundation Board.
Matthew Marshall
Director of Energy Resilience and Business Development
Prior to joining the Blue Lake Rancheria team, Matthew served from 2010-2024 as the Executive Director of the Redwood Coast Energy Authority, a joint powers agency of Humboldt County local governments dedicated to implementing sustainably energy initiatives in the region. During his time leading the Energy Authority he successfully grew it from a small organization focused on energy efficient lighting retrofits into the county’s primary electricity provider, with an annual budget of over $80 million and over $37 million in assets, including a regional electric vehicle charging network and the innovative Redwood Coast Airport Microgrid. Prior to his role at the Energy Authority Matthew was the Greenhouse Gas Reduction Program Administrator for the City and County of Denver. A graduate of Humboldt State University, Matthew serves on the board of directors of several community non-profits, including the Greater Eureka Chamber of Commerce, the Trinidad Coastal Land Trust, and the Redwood Parks Conservancy, and is currently an Assistant Chief of the Westhaven Volunteer Fire Department.
Madison Hunt
DOE Clean Energy Fellow
Madison Hunt is a Clean Energy Innovator Fellow at Blue Lake Rancheria, where she plays a pivotal role in the Tribe’s Clean Energy and Climate Resiliency team. With a degree in Environmental Studies and a focus on Appropriate Technology, Madison applies her expertise in environmental justice, natural building, and sustainable energy solutions to advance local resiliency initiatives. She is a contributor to the RRRISE Renewable and Resilient Energy Sector task force for the Redwood Region, supporting sustainable energy development. Madison co-authored the influential white paper “Green Ports: Possibilities on the Northcoast,” which helped shape the Humboldt Bay Harbor District’s Green Terminal Strategy. Additionally, she leads the Tribe’s climate adaptation efforts, evaluating energy vulnerabilities and opportunities for distributed energy resources, and her greenhouse gas reduction calculations have supported multiple successful climate-related grants.
Ysabelle Yrad (She/Her)
Sustainable Energy and Community Development Fellow
As a Sustainable Energy and Community Development Fellow, Ysabelle engages in regional climate and ocean issues. This includes state, federal, Tribal, and community engagement for proposed offshore wind and transmission development on the west coast. She also focuses on Tribal projects for energy resilience, cultural resource preservation, & aiding workforce development. Her educational background includes a B.S. in Biology from the University of Toledo and M.S. in Environment and Sustainability from the University of Michigan. Ysabelle is supported by the West Coast Ocean Alliance as a 2023-24 Fellow and is based in Orange County, California.
